国家食品药品监管局紧急叫停盐酸芬氟拉明减肥药 可致心力

因监测表明使用减肥药盐酸芬氟拉明可引起心脏瓣膜损害等严重不良反应，国家食品药品监管局昨天紧急叫停对盐酸芬氟拉明原料药和制剂的生产、销售和使用，并表示已购买盐酸芬氟拉明的患者可将剩余的药品退回原购买医院或药店。

　　据介绍，作为一种化学减肥药，盐酸芬氟拉明主要用于单纯性肥胖及患有糖尿病、高血压、心血管疾患、焦虑症的肥胖患者，是一种食欲抑制剂。盐酸芬氟拉明在我国目前只有一个品种，即盐酸芬氟拉明片，目前共有30多家企业持有该药品的批准文号。

　　国家食品药品监管局新闻发言人颜江瑛昨天在例行新闻发布会上说，根据国家药品不良反应监测中心的监测数据，使用盐酸芬氟拉明可引起心脏瓣膜损害、肺动脉高压、心力衰竭、心动过速、心慌、胸闷、血尿、皮疹、恶心、头晕等严重不良反应。

　　“国家食品药品监督管理局组织专家对该品种进行了综合评价，认为国内外监测和研究资料表明，该药品用于减肥风险大于利益。”颜江瑛说。

　　她指出，为保障公众用药安全，根据《药品管理法》和《药品管理法实施条例》，国家食品药品监管局决定停止盐酸芬氟拉明原料药和制剂在我国的生产、销售和使用，撤销其批准证明文件。已上市销售的药品由生产企业负责召回，在所在地药品监管部门监督下销毁或处理。

　　昨晚，北京市药监局也下发通知，要求各区县分局通知辖区内药品生产、经营企业和使用单位采取相应措施。

　　用于治疗肥胖症的食欲抑制剂“盐酸芬氟拉明”，在从1988年至2004年3月间全国范围内所做的药品不良反应监测记录中，有关于瓣膜性心脏病、心律不齐的不良反应报告。

　　国家ADR（药品不良反应监测中心）近日已对该药不良反应作了信息通报。

　　据药品监督管理部门专家介绍，盐酸芬氟拉明为一种拟交感胺类衍生物，是苯丙胺类食欲抑制剂，用于肥胖症治疗。此前国外有芬氟拉明引起瓣膜性心脏病和原发性肺动脉高压的报道。据了解，在世界卫生组织（WHO）药品不良反应病例报告数据库中，有关芬氟拉明的不良反应报告目前已达16893例，不良反应涉及心、肺、神经等多个系统。

　　药品监管部门特别指出，药品犹如一把双刃剑，在具有治疗作用的同时，也必然存在不良反应。因此，被通报了不良反应的药品并不表明是不合格的药品，也非“毒药”、“假药”、“劣药”和不能使用。国家定期作出《药品不良反应信息通报》旨在提醒公众，注意药品存在的安全性隐患，尽量避免严重药品不良反应的重复发生，从而为保障社会公众用药的安全筑起一道有效屏障。

　　哪些人不宜用“芬氟拉明”

　　深圳市食品药品监督管理局表示，根据国家ADR中心在最近一期的药品不良反应监测通报，现已要求各级医药部门加强对盐酸芬氟拉明的严格管理、使用。药品监管部门指出，盐酸芬氟拉明可导致心血管系统的严重不良反应，此类药物必须在医师指导下使用，严格掌握适应症和禁忌症。

　　药监部门提出，青光眼患者和对芬氟拉明或其它拟交感胺类药物过敏者也要求禁用。使用单胺氧化酶抑制剂的患者在14天内避免使用。高血压、心血管疾病、情绪低落的患者慎用，如果使用应注意监护。

　　注：目前国内市场已知含有盐酸芬氟拉明的产品有：中国广州御芝堂保健制品有限公司生产的“御芝堂减肥胶囊”和广东惠州市惠宝医药保健品有限公司生产的 “纤之素胶囊”在药检中均发现含有通过大脑抑制食欲的芬氟拉明成分。
